The Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC) is an international agreement to reduce global greenhouse emissions.
The protocol was adopted at COP3 in Kyoto, Japan. Since then, it has bee ratified by 182 countries, with the US being the only major emitter not having ratified.

The major Kyoto target was 60% reductions on 1990 emission levels, however only 36 developed nations (Annex I) are required to cut emissions, developing nations (Annex II) are not.
